Don't get TOO excited. It's nothing NEW. Firmware 4.0.0 is the firmware preloaded onto the GP2x F-200, so if you own an F-200, you already have this firmware. However you might need it someday down the line if you (heaven forbid) brick your GP2X (or stick another firmware on your F-200 and want to go back).
From GPH's official site, http://www.gp2x.com:
" GP2X F200 firmware 4.0.0 has been released 12-20-2007
Firmware 4.0.0 for use only in the F-200 is released to the public.
Users who have accidentally flashed the F-200 firmware may download this firmware and update it.
This version does not work for GP2X F-100 consoles. Future release for F-100 will be available at a later time.

If you prefer, you can also download it from the GP2X FILE ARCHIVE:
Firmware 4.0 (only for GP2X F-200)
In a funny side note, GPH also claims to have released the F-200/firmware 4.0.0 sourcecode today, but it's actually been sitting on the site for quite awhile now, already discovered by investigative GP2X users (the link to the sourcecode can be found on the right side of this page under "F-200 Touchscreen Dev Tools".
